17 December 2020

The following documents have been added to the Examination Document Library under F52 and F53:

The Inspectors have also issued the following statement:

'In response to the Council's letter of 16 December 2020 (F53) regarding publication of the updated Transport Assessment, the Inspectors wish to ensure that participants have sufficient time to consider this evidence for the next hearing sessions in February. It is likely that some sessions including Matter 12a on Transport and Matter 6 may be moved to reserved days in Week 4. This will be clarified by the Inspectors in January when a revised Hearing Programme will be published.'

Hearing statements for the weeks 2 and 3 hearing sessions (Matter 6 to 14) have been submitted to the Inspectors by participants. These have been added to the Examination Document Library under G6 to G14.

The Council has also added a number of supporting documents to the Examination Document Library under F38 to F51

The Inspectors have issued the following statement:

'In response to recent Hearing Statements submitted for the Week 1 hearing sessions, the South Essex Strategic Growth Locations Study has been brought to our attention. We have now had a chance to consider this document which has been placed on the Examination webpages as document reference F34. It forms part of a suite of evidence-based documents to support the preparation of the South Essex Joint Strategic Plan (JSP). We are not requesting or accepting separate written comments on this document at this time. Participants may refer to the document in any Hearing Statements due for submission to us by 15 December 2020 and/or orally at hearing sessions, where this is relevant to their original submissions.'

The Council has received an updated draft hearing timetable from the Inspector which updates participants for the week 1 hearing sessions. This has been added to the Examination Document Library updating F13.

In addition the Council has also added a Statement of Common Ground with the London Borough of Havering under F17H and a hearing statement from Hallam Land Management Ltd for the week 1 hearing session (Matter 1, Issue 2) under G1.

Hearing statements for the week 1 hearing sessions (Matters 1 to 6) have been submitted to the Inspectors by participants. These have been added to the Examination Document Library under G1, G2, G3, G4, G5 and G6.

The Council has also added a number of supporting documents to the Examination Document Library under F16 to F32.

The Council has received an updated draft hearing timetable from the Inspector which now includes details of participants for the week 1 hearing sessions. This has been added to the Examination Document Library updating F13.

It has been brought to the Council's attention that representations made by the Home Builders Federation (originally submitted in March 2019) in response to the Brentwood Pre Submission Local Plan (Reg 19) consultation were not recorded as they had not been received due to an unknown technical issue. These have now been accepted as duly made representations as it has been demonstrated they were sent before the close of consultation on 19 March 2019. The Council has considered the content of the representations which are now before the Inspectors. The representations have been added to the Examination Document Library under F15.

The Council has received a further document from the Inspectors relating to the Examination Hearing sessions which has been added to the Examination Document Library under F14. Documents F11, F12 and F13 originally received on 19 October 2020 have also subsequently been updated.

The Council responded to the Inspectors initial questions on general matters which comprised schedules of suggested Main Modifications and Additional Modifications to the Local Plan. In addition the Council has responded to questions on strategic policies, sustainable growth strategy and settlement hierarchy. These documents have been added to the Examination Document Library under F9 and F10.

The Council responded to Inspectors initial questions on the Green Belt. This document has been added to the Examination Document Library under F8.

The Council responded to the Inspectors initial questions on the Spatial Strategy and other general matters which comprised a request for a composite Policies Map. In addition the Council has responded to the Inspectors questions on changes to the Use Classes Order (F4). This is accompanied by a Retail Study update addendum. These documents have been added to the Examination Document Library under F6 and F7.

The Council responded to the Inspectors initial questions on Sustainability Appraisal, Dunton Hills Garden Village, housing need and supply, affordable housing, Gypsies and Travellers, housing standards, employment, transport, air quality and other general matters. The responses comprise a number of documents as set out below which have been added to the Examination Document Library under F5.
