Ingatestone & Fryerning Parish Council have prepared a Neighbourhood Development Plan. The Plan sets out a vision for the future of the parish and planning policies that will be used to determine planning applications locally. The neighbourhood plan was formally submitted to Brentwood Borough Council under Regulation 15 in November 2021 and formally accepted by the Policy, Resources, and Economic Development (PRED) committee (PDF).
We have become the responsible authority for taking the neighbourhood plan through the remainder of the plan-making process.
We ran the Regulation 16 consultation for the neighbourhood plan between 16 December 2021 and 17 March 2022. The plan has been through the examination process (see Previous Stages below).
As outlined in the Notice of Compliance (PDF), Brentwood Borough Council considers that:
- The Qualified Body is authorized to act for the purposes of a Neighbourhood Plan and in relation to the Neighbourhood area concerned.
- The proposal complies with section 61F of the Localism Act 2011.
- The proposal has been made to the Local Planning Authority and the Local Planning Authority has not exercised its right to decline the proposals.
- The qualifying body has complied with requirements set out at paragraph 4 of schedule 4B of the Town and Country Planning Act 1990, and the Neighbourhood Planning Regulations 2012.
The results of the Referendum were 86% in favour for the plan to be 'made' as illustrated in the Declaration of the IFNP poll. Therefore, as of 5 August 2022, the Ingatestone & Fryerning Neighbourhood Plan was formally adopted by Brentwood Borough Council and the IFNP Adoption Statement has been sent to all statutory consultees and those who requested to be informed of the outcome.

Regulation 19
The neighbourhood plan progressed to Regulation 19 Referendum, which commenced on 30 June 2022. Residents who reside within the parish boundary and are registered to vote received a polling card to vote on if the neighbourhood plan should be formally adopted by Brentwood Borough Council, also referred to as being 'made'. A majority vote in favour of the neighbourhood plan is required for the plan to formally become part of the Brentwood Development Framework.

Regulation 18
On 17 June 2022 Brentwood Borough Council and Ingatestone & Fryerning Parish Council formally received the Inspectors report stating that the Ingatestone & Fryerning Neighbourhood Plan could proceed to Referendum stage (Regulation 19) provided the required modifications outlined in the appendix of his report were made first.

The Ingatestone & Fryerning Neighbourhood Plan was submitted to an independent Inspector, Mr Derek Stebbing BA (Hons) DipEP MRTPI, on 7 April 2022. The following documents were submitted:

Regulation 14
The Ingatestone & Fryerning Neighbourhood Planning Group undertook a Regulation 14 consultation between the 1 September and the 31 October 2020 on the Draft Neighbourhood Plan document. A focused consultation was undertaken between the 5 August and the 16 September 2021 with environmental bodies on the SEA Screening Opinion Report, where all the environmental bodies agreed with the conclusion of the report, that a full SEA was not needed.
Regulations 5, 6 and 7
Brentwood Borough Council approved the designation of the Ingatestone & Fryerning Parish as a Neighbourhood Plan Area at Planning & Licensing Committee on the 11 October 2017. In the case of this application, the legislation requires that the Council designate the area specified in the application, which covers the whole of the parish. The Parish Council are now in the process of preparing their Neighbourhood Plan. Further information can be viewed below:
